collaborative filter + ranking gives too much weight to generic results in expanded queries

Description
This problem has been known for a while.
My current understanding is that highly weighted generic results like 'ubuntu.com' tend to get too high of a boost.
I suspect that the ratio similarity_weight / result_hits is inappropriate.
